Changelly sells itself as an all-in-one crypto swap and fiat gateway. The narrower question for a US reader is whether you can actually use it and what the paperwork says about cost and risk. This review works from a documentary snapshot checked on September 26, 2026, not a live test, and where the record is silent I say so.

Who this swap service suits

Changelly is an instant exchanger: it quotes a rate, routes your coins through its own flow, and sends the swapped asset to an address you supply. The company dates to 2015, and Swapzone describes the model as non-custodial 6. Both a fixed quote and a floating quote are offered 7, which matters because the two behave differently once the market moves.

So who is this for? On the documented record, it fits a user outside the restricted jurisdictions who wants a quick token-for-token swap without opening and funding a full exchange account. It does not fit a US resident, and the next section explains why that line is firm rather than a soft default. Think of the rest of this page as the fine print you would otherwise find scattered across terms pages and third-party write-ups.

US access and operator

The United States sits on Changelly's restricted list. As of September 26, 2026, the Terms of Use name the United States, including all its territories, among the jurisdictions whose residents and citizens may not use the service 26, and that reach covers Puerto Rico, Guam, American Samoa and the US Virgin Islands. US-based connections are typically blocked 7.

New York deserves its own line. The evidence record records no separate New York basis for access: there is no distinct state-level path, so a New York reader is covered by the blanket US restriction rather than by any BitLicense-style arrangement 26. US-NY availability does not inherit from global availability, and global availability does not create US eligibility.

The operator named in the terms is Marella LLC and its affiliates 6. Swapzone reports that Changelly is incorporated in St. Vincent and the Grenadines 6. A single confirmed physical headquarters is harder to pin down: Tracxn lists Prague 4, while Trustpilot carries a St. Vincent and the Grenadines address 6. Changelly does name a legal entity, which is a transparency point in its favor. It is not a license, and naming an operator is not a regulator's endorsement.

Quote model, fees and KYC

A floating quote tracks the market until the swap completes, and Changelly's cut on that path is a documented 0.25% folded into the displayed rate, with a separate network fee on top 6. A fixed quote behaves differently: the fee is already baked into the locked price, and the lock holds for about 15 minutes (20 minutes for BTC, XMR, LTC, BNB and some other assets) 6. Buying crypto with a card or bank transfer runs through outside providers, and their fee starts from 3.95% and is set by the provider, not by Changelly 6.

KYC is risk-based. A basic crypto-to-crypto swap may go through without full registration, but a risk-scoring hit or the EU threshold of 10,000 euros per transaction, in force since April 2026, moves a swap into a hold until identity verification clears 79. Identity checks are run by a named provider, Sumsub, using a selfie and a liveness step 7. Common triggers include a large trade amount, flagged wallet addresses, and a request for source of funds.

Documented item Dated value / scope Practical implication
US availability Restricted, all US territories included (2026-09-26) Not usable from the US on this record
US-NY basis None (2026-09-26) No separate New York path; the US ban governs
Operator Marella LLC, incorporated in St. Vincent and the Grenadines per Swapzone (2026-09-26) Offshore operator, named but unlicensed in the evidence record
Quote modes Fixed and floating both offered (2026-09-26) Choose a locked rate or a live one
Asset coverage About 1,000 coins, global scope (2026-09-26) A worldwide count, not a US or New York count
Identity checks Sumsub, risk-based triggers (2026-09-26) Verification can gate a swap mid-flow

Custody, liquidity providers and incidents

Swapzone frames Changelly as a non-custodial instant exchange, meaning the service routes a swap rather than holding balances for you long term 6. That framing does not come with a guaranteed delivery time, and nothing in the evidence record promises instant settlement.

The record carries no formal breach, hack or outage logged against Changelly itself. What it does carry is a long-running pattern of individual complaints about AML and KYC fund freezes, with reported amounts reaching 500,000 dollars and some cases dragging on for months, documented across Trustpilot, Reddit and independent blogs 11. This is not one dated event, so treat it as a known operating pattern of risk-based holds rather than a single incident.

The refund policy is handled case by case. Changelly's own FAQ lays out refunds with an ETA, refunds without an ETA, and non-refundable situations. Its troubleshooting page adds that sending the wrong coin or network can mean a refund of up to 20 business days plus a market withdrawal fee, while sending to an address Changelly did not generate leaves no path to a refund at all 11.

Two reputation notes belong here. Trustpilot's aggregate score for the main domain is unavailable, which the platform attributes to a guidelines breach including fake reviews. Separately, the UK's Financial Conduct Authority published a consumer warning on July 25, 2024, stating that Changelly is not authorized or registered by the FCA to provide regulated financial services in the UK 25. That is a warning on an unauthorized-firm list, not a finding of fraud and not a license.

Support and transaction limits

Two contact channels are documented: 24/7 live chat and email 6. Both an iOS and an Android app exist. A listed channel tells you how to reach support, not how fast it answers or whether your case resolves, and the complaint record above is the reason that distinction matters here.

On limits, Coin Bureau reports that basic verification with a passport allows trading up to 10,000 euros over a 48-hour window, while extended KYC adds a verification call and further documents 7. I did not test execution or timing for this review, and the current App Store and Google Play numeric ratings are not part of this snapshot, so I am not stating them.

How to assess a proposed swap

Rather than ask "is Changelly safe" in the abstract, walk a specific swap through the record before you commit anything. The checklist below mirrors the evidence this page relies on.

  • Identity and geography: Confirm your jurisdiction is not on the restricted list. A US or New York connection is blocked on this record, full stop.
  • Intended operation: Decide between a fixed quote (price locked for about 15 minutes) and a floating quote (0.25% in the rate plus network fee). Match that to how much rate movement you can tolerate.
  • Documented cost or status limit: For a card or bank purchase, read the outside provider's fee, which starts from 3.95% and is theirs, not Changelly's.
  • Custody and provider boundary: Expect a possible KYC hold above the EU 10,000-euro threshold or on a risk-scoring hit, run through Sumsub.
  • Next step: Send only to a Changelly-generated address and double-check the network, since a wrong-address send has no documented refund path.

Quick questions

Can US residents use Changelly? No. As of September 26, 2026, the Terms of Use list the United States and all its territories as restricted, and there is no separate New York basis for access 26.

Is KYC excluded from the swap process? No. A basic swap may skip full registration, but a risk-scoring flag or a transaction over the EU 10,000-euro threshold forces identity verification through Sumsub before the swap clears 79. There is no promise of anonymity.

Was a swap completed for this review? No. This assessment rests on documentary evidence, with no execution test and no invented results.
