eXch is not yet rated on CoinReckon. This is a status record rather than a review: what official documents say about the service, which domain they name, and what is left for a US reader to act on.

Current documented status

The crypto swapping service eXch, operating at the domain exch.cx, was taken offline by German authorities on April 30, 2025. The action was led by the cybercrime unit (ZIT) of the Frankfurt am Main General Prosecutor's Office together with the Bundeskriminalamt (BKA), with the Dutch FIOD taking part 1. Investigators seized the German server infrastructure, more than 8 TB of data, and crypto assets in BTC, ETH, LTC and DASH worth roughly €34 million. The BKA describes the case as a suspicion of commercial money laundering (gewerbsmäßige Geldwäsche) and of running a criminal trading platform on the internet 1. No public charges and no verdict appear in this record.

Which entity or domain the record names

The official document names a service and a domain, not a company. The BKA release names eXch and the address exch.cx along with other internet addresses that were shut down 1; no legal entity, no operator and no country of residence for the operators is identified in the material collected for this page. That gap matters in a practical way. There is no company registration to look up, no registered agent to write to, and no corporate home jurisdiction that would tell a US reader which regulator would normally have a say.

The service dates back to 2014 1. Anything currently using a similar name, a lookalike domain or the same branding is not the service described in the German record, and nothing here establishes who runs such a site.

Documented item Exact dated value and scope What it means for a decision
Service and domain named eXch, domain exch.cx, in the BKA record as of October 19, 2026 Treat only this exact domain as the one covered; a similarly named site is a separate unknown
Legal entity None named in the official documents No registry, license or company filing to check against
Service start 2014 Eleven years of operation says nothing about compliance; investigators treat the whole period as the relevant one
US availability No, as of October 19, 2026 The service is not an option for US users to evaluate on terms or cost
New York scope No, basis: none, as of October 19, 2026 No separate NYDFS determination exists here; New York status is not inherited from the US line
Sanctions listings OFAC no, EU no, as of October 19, 2026 No listing was found in this material; that is not a regulatory clearance

Timeline of warnings and actions

  • 2014. eXch launches as a crypto swapping service on the clearnet and the darknet, without AML measures and without identifying its users, per the investigators' account in the BKA release 1.
  • February 21, 2025. The Bybit exchange is hacked. The BKA puts the stolen amount at about $1.5 billion, and third-party reporting at roughly $1.46 billion; investigators say part of those proceeds later moved through eXch 13. Media citing the investigation put that share at around $200 million, a figure the BKA release itself does not state 3. Total throughput attributed to the service by investigators is about $1.9 billion 1.
  • April 17, 2025. The operators post on BitcoinTalk that the service will shut down on May 1, citing an active transatlantic operation against the project 3.
  • April 30, 2025. ZIT and the BKA, with FIOD, seize the German server infrastructure and switch the platform off, ahead of the operators' own closing date. The BKA calls it the third largest crypto seizure in its history 1.
  • May 2025. The BKA publishes its press release and a seizure notice; reporting at the time noted no announced arrests 3.
  • May 2025. The analytics firm TRM Labs reports that part of the eXch infrastructure remained active after the takedown 4.

Language matters in this sequence. The German authorities state a suspicion and an open investigation; nothing in this record amounts to a charge filed in public, a settlement or a conviction, and the status of the seized assets as of the evidence record date is not disclosed.

What the status means for US readers

Access and jurisdiction are two separate things here, and conflating them is the easiest mistake to make on a page like this. eXch is recorded as unavailable in the US as of October 19, 2026, but that unavailability follows from a global takedown executed in Germany, not from any action by a US agency 1. No SEC, CFTC, DOJ or OFAC action against eXch appears in the material behind this page.

New York is a distinct scope and stays that way. The record shows no NYDFS determination at all, with the basis field empty, so a New York reader should not read this as a state-level prohibition or as state-level tolerance. The same caution applies to the sanctions lines: OFAC and EU entries both read no, which reflects that no listing turned up in the collected material rather than a direct comparison against current list exports.

Costs are a short topic. The evidence record carries no fee schedule, no spread data and no limits, which is what you would expect for a platform that has been switched off, and there is nothing here for a US reader to price against a working exchanger. A German criminal investigation is also not a US judgment about any individual, and this page does not describe anyone as convicted of anything.

If you land on something presenting itself as eXch today, the honest reading is that this record cannot tell you who is behind it. Status-only pages on CoinReckon give no signup path, and this one gives none.

Funds, claims and official guidance

No official claims process and no official contact point for users appear in this record. The BKA published a seizure notice without a user-facing procedure, so there is no deadline to meet and no form to file through the German authorities on the basis of these documents 1. The seized crypto assets, roughly €34 million worth, sit with German authorities inside the criminal case 1.

That vacuum is exactly what recovery fraud feeds on. After a service is seized, operators of fake "fund recovery" offers ask for upfront payment or for private keys and seed phrases. Never hand over a seed phrase or a private key to anyone offering to retrieve funds.

For reporting in the US, people in this situation generally use the FBI's IC3 complaint portal, the FTC's fraud reporting site and their own state financial regulator. Matters tied to the German case go through ordinary police and BKA intake channels.

Practical next steps and evidence limits

Preserve the paper trail before anything else, because an open investigation can take years and the evidence sitting in your browser history today is the evidence you will want later. Work through this before you make any decision about an alternative service:

  • Identity and geography. Write down the exact domain you used and the dates, and check it against the one named in the official record, exch.cx. A different address is a different unknown.
  • Intended operation. Decide what you were actually trying to do (a one-off swap, a routine conversion, moving funds between wallets), because that determines which kind of regulated venue, if any, replaces it.
  • Documented cost or status limit. Accept that this record supplies no fees or limits for eXch, so there is nothing to compare; any quoted terms you see elsewhere do not come from these documents.
  • Custody and provider boundary. Separate what you held yourself from what sat with the service. Only the second category is affected by a seizure, and only the second category needs a claim route that does not currently exist.
  • Next step. Export transaction IDs, screenshots and email confirmations to local storage, then file with the reporting channel that matches your situation. Keep anything you send and the date you sent it.

What this page cannot tell you: who the operators are, whether charges have been filed since April 30, 2025, and what happens to the seized assets.

Quick questions

Which eXch domain does the warning name? The official record names exch.cx, along with other internet addresses that were shut down in the same action 1. Lookalike domains are not covered by this record.

Does the evidence record provide a recovery or claims route? No. The claims process and official contact fields are both empty, and the BKA published a seizure notice without a user procedure 1. There is no deadline here to miss.

Does an official warning establish every allegation as proven? No. The German authorities state a suspicion of commercial money laundering and of operating a criminal trading platform, with the investigation open 1. Suspicion is not a charge, a settlement or a conviction.

Next step

Work from the checklist above, then look at what a working exchanger has to document before it earns a score here: how CoinReckon assesses services.
