PayPal and Venmo run one crypto service under a single operator, built into wallets millions of Americans already carry. This review works only from documented evidence: licenses, published fee schedules, a regulator's consent order and the company's own disclosures. No trade or withdrawal was placed to produce it.

Who this crypto broker suits

PayPal, Inc. operates the crypto service as a broker. You buy, hold, sell and in some cases move seven assets inside the PayPal or Venmo app, with the company setting the price and the spread rather than matching you against an order book 220. The legal entity behind the service is PayPal, Inc., headquartered in San Jose, CA, US 226.

That model fits a specific reader. If you want a familiar interface, small starting amounts and the convenience of buying crypto next to your everyday balance, this is a reasonable entry point. If you want transparent per-trade pricing, deep self-custody across every coin, or federal investor protections, the documented record points you elsewhere. Read it as a convenience rail attached to a payments app, not a full exchange.

US access, operator and custody

The crypto service is available to verified users across the United States, with no confirmed list of excluded states in the supplied record 1834. One source does note the service is unavailable where prohibited by law and limited in some states, without naming them 34. Platform-wide access, in other words, does not promise that a given product reaches every account in every state.

Three separate entities matter here. PayPal, Inc. (jurisdiction: US) operates the PayPal crypto service and holds New York's first conditional BitLicense, granted 2020-10-21 23. PayPal Digital, Inc., doing business as Venmo Digital, is a New York limited purpose trust company whose charter NYDFS issued in 2024-05; since 2026-05-19 it has provided Venmo's crypto service in place of Paxos 183035. Paxos Trust Company was the original custodial and trading provider at the 2020 PayPal and 2021 Venmo launches 222.

New York residents are served under these NY charters, so access there rests on a different licensing basis than the rest of the country. Treat it as its own scope, not an automatic extension of national availability.

Crypto costs and transfer limits

Pricing depends on which account you hold and how large the trade is. On business accounts, buying or selling crypto runs 2.20% for $1 to $74.99, 2.00% for $75 to $200, 1.80% for $200.01 to $1,000, and 1.50% above $1,000; PYUSD transactions are not charged these fees 11. Consumer accounts use a spread model of roughly 1% to 2.4% depending on order size, and the spread is not broken out as its own line at checkout 1213. Since 2022, trades under $200 carry a flat fee: $0.49 up to $5, $0.99 up to $25, $1.99 up to $75, and $2.49 up to $200; trades from $200 to $1,000 are 1.8% and those above $1,000 are 1.5% 1415.

Buy limits differ by source. Venmo's FAQ states a personal-profile cap of $20,000 per week and $50,000 per rolling 12 months 18, while an independent analysis lists $25,000 per week and $100,000 per year for PayPal retail users 12. The gap is not settled in the record, so check your own app before planning a large purchase.

Moving crypto off-platform costs a network fee in the asset itself for non-PYUSD coins, while PYUSD transfers carry a 1.5% fee 24. Transfers between PayPal and Venmo, and simply receiving crypto, are free 1824.

Documented item Dated value / scope Practical implication
US availability Available to verified US users, no confirmed excluded-states list (checked 2026-09-26) Platform access is not product eligibility; confirm in-app
Operating entity PayPal, Inc., US jurisdiction (checked 2026-09-26) Your contract is with this entity, not the wider group
Recurring buy Supported, from $1 (checked 2026-09-25) Automated buys available; not proof every state or account qualifies
FDIC / SIPC disclosure Company discloses crypto is not FDIC or SIPC insured (checked 2026-09-25) No federal deposit or securities-investor backstop on crypto
SEC / FINRA registration Not SEC/FINRA registered for this service (checked 2026-09-25) Crypto execution sits outside those regimes
NYDFS enforcement $2,000,000 consent order, dated 2025-01-23 Settled cybersecurity case tied to the 2022 breach

What account protections cover

The distinction between kinds of money inside one app matters most right here. PayPal discloses plainly that crypto holdings are not insured by the FDIC or the SIPC 121830, and the crypto service is not registered with the SEC or FINRA 5618. Cash balances and any securities-type products follow their own separate rules; crypto does not borrow their protections. The service is state licensed, which covers money transmission and virtual-currency conduct, not investor insurance 5.

The enforcement record is specific. In 2022, a breach exposed sensitive customer data, including Social Security numbers, traced to shortcomings in the company's cybersecurity processes; no customer compensation was recorded 78. That breach became the basis of a New York consent order. On 2025-01-23, NYDFS fined PayPal $2,000,000 for violating the state's cybersecurity rules under 23 NYCRR Part 500 in connection with the 2022 breach, and required data masking, CAPTCHA, staff training and mandatory multi-factor authentication for US customer logins 78. The matter is settled, a dated event, not a current freeze.

Earlier, on 2018-02-27, the FTC settled charges that Venmo had not adequately disclosed fund-transfer and privacy settings, in breach of the GLBA Privacy and Safeguards Rules; no monetary penalty was imposed, but independent compliance assessments were required for ten years 910. That case predates Venmo crypto, which launched in 2021, so it reads as context rather than a crypto-specific mark.

Products and practical limitations

The native crypto hub supports seven assets on Venmo: Bitcoin, Ethereum, Litecoin, Bitcoin Cash, Solana, Chainlink and PayPal USD (PYUSD) 18. Independent reviews of paypal.com name only Bitcoin, Litecoin, Bitcoin Cash and PYUSD directly, so the two lists may match but the broader set is not independently confirmed for the PayPal wallet itself 19. Recurring buys are supported from $1 on daily, weekly, biweekly or monthly schedules, set in the Crypto Hub 2021.

External-wallet transfers have been available on Venmo since May 2023 for the listed assets 2224. One analysis argues full self-custody parity applies to the original four coins plus PYUSD, with Solana and Chainlink possibly added later without it, while the official pages state no such coin limit 12. Because that conflict is open, treat off-platform movement of SOL and LINK as something to verify before you rely on it. The supplied record does not establish whether staking or crypto IRAs exist here.

How to choose for your intended use

Run your plan through a short check before committing funds:

  • Identity and geography: You are a verified US user. New York access rests on NY charters 335, so confirm the service and the specific coin are live in your state inside the app, not just nationally 34.
  • Intended operation: Match your plan to a documented route - a recurring buy from $1 20, a one-off purchase under $200 at a flat fee 14, or an external transfer 24.
  • Cost or status limit: Price the actual trade. Small consumer buys lean on flat fees, while business trades over $1,000 sit at 1.50% 1114.
  • Custody and provider boundary: Venmo crypto custody moved to PayPal Digital, Inc. in 2026 1830, and crypto carries no FDIC or SIPC cover 12.
  • Next step: Keep a working external wallet ready. One review flags account-closure risk, where you must sell or withdraw crypto within PayPal's set window 12.

Quick questions

Is PayPal / Venmo available in New York? Yes. New York residents are served under NY charters: the BitLicense held by PayPal, Inc. and the trust charter for PayPal Digital, Inc. 335. Because NY runs on its own licensing basis, confirm the specific product and coin in your app rather than assuming national availability extends automatically.

Do the stated charges cover every transaction? No. No single total applies to all activity. Each cost ties to its route: flat fees on small consumer trades, percentage tiers on larger or business trades, a network fee or 1.5% PYUSD fee on external transfers 111424. Price the exact trade you plan to make.

Was a trade or withdrawal tested for this review? No. This is an editorial review of supplied documentation, not a hands-on test. The figures come from published fee schedules, licenses and a regulator's consent order, dated as cited.

If you are weighing this against other options, compare entity records across all crypto service reviews or browse the category hub, and see a related service profile for a nearby comparison.
